I've been trying to download Win14393PESE-X86 iso, windows recovery toolkit but it fails on multiple browsers. Less than 10% is downloaded on the laptop and no more than 50% through the phone.

How can I get a copy of the toolkit, is there another source?

I'm not quite sure what you are asking?  If I have to guess are to trying to say how to safely remove USB?

You won't be able to keep your current Windows 8 installation when running a basic upgrade to Windows 10. On the other hand, you could download the Windows 10 ISO using the upgrade software and try to install it beside you current Windows 8 (it requires to create a disk partition) but I do not recommend doing such a thing.
