You sure you are downloading it from an official source? https://toolslib.net/downloads/viewdownload/1-adwcleaner/ from here? If yes, there is a slight possibility, that if you have some form of malware, it will prevent you from downloading any cleanup files. If you are able, do a scan with your current anti-virus and anti-malware software and see if that helps you solve the issue.
Could be that you are a victim of bundleware. Basically, alongside normal maybe even useful software, some providers bundle malicious or useless software just to increase downloads and such. Have you downloading anything from 3rd party providers and not official sources?.
