You sure you are downloading it from an official source? https://toolslib.net/downloads/viewdownload/1-adwcleaner/ from here? If yes, there is a slight possibility, that if you have some form of malware, it will prevent you from downloading any cleanup files. If you are able, do a scan with your current anti-virus and anti-malware software and see if that helps you solve the issue.
Could be that you are a victim of bundleware. Basically, alongside normal maybe even useful software, some providers bundle malicious or useless software just to increase downloads and such. Have you downloading anything from 3rd party providers and not official sources?. Yes, it required too much work to support 1.5% of users on deprecated OSes..
However according to some feedbacks it seems that it *may* run on Windows Vista. Feel free to test and share your results!

You could try installing TV, doing a scan with anti-virus software, ADWCleaner and maybe some form of anti-malware on top of that, to confirm or deny your thoughts.
