Regarding the quarantine, did you removed any traces from AdwCleaner v6 before using the v7 or not? It seems that the quarantine transition process from v6 to v7 is not as smooth as it was during the tests.

Regarding the issue, it's not related to any installation process (AdwCleaner doesn't install anything), and it's fixed in the v7.0.1.0 betas that you can find...
