After adwcleaner detected the CEF folder, I did some research to see what it was and could only find a single topic on it from the Malwarebytes. An elite member stated that the CEF folder is created by Steam. As it was only one person who claimed so, I decided to let Adwcleaner quarantine it and then I uninstalled adwcleaner. After restarting my PC, I ran Junkware and it only detected the harmless temp internet folder created by Window as usual. I also checked Appdata/Local and there was no longer a CEF folder. I re-installed Adwcleaner and ran it but it detected nothing. Then, I started up steam which stated it was installing an update. To verify the previous claim, I check and saw that the CEF folder was installed again at the same time as I started steam, thus confirming that the folder was indeed created by Steam. I ran Adwcleaner again and it did detected the CEF folder as a potential adware.
I just want to mention it, because I am a lazy butt and I wanted adwcleaner to be updated to stop detecting the CEF folder so I don't have to manually confirm there isn't anything else other than the CEF folder now that it is being detected.
