The Bitnami WAPP stack (7.1) is not the recommended way to install RosarioSIS on Windows anymore.
It is based on PHP 7.1 which was released in 2018 and is not supported anymore.
Please download the XAMPP server instead and follow this up-to-date tutorial.

Then, you will be able to install and run the RosarioSIS PHP application.
