 it is not connected to the wifi anymore, and it cant detect any networks either.  I've also tried using a direct ethernet connection to no avail.

That's likely the cause of the problem. In safe-mode with network connection, it doesn't detect the network too ?

After adwcleaner detected the CEF folder, I did some research to see what it was and could only find a single topic on it from the Malwarebytes. An elite member stated that the CEF folder is created by Steam. As it was only one person who claimed so, I decided to let Adwcleaner quarantine it and then I uninstalled adwcleaner. Can you tick the option "Activate the debug mode" before clicking on "Clean" ? Then, a logfile will appears in C:\AdwCleaner, even if the software freezes.

Also, can you provide me the scan logfile ?
